I am directed by the Comptroller and Auditor General to acknowledge the receipt of your letter, No. 38321/1900, of the 28th ultimo, requesting to be furnished with any observations he may wish to make with reference to the criticisms submitted by the Treasurer of Hong Kong on certain points dealt with in the Revised Financial Instructions, as contained in his Minute of the 28th August 1900, a copy of which was forwarded to this Department in your letter of the 15th November last.
2. It is evident that the Instructions have been carefully considered with reference to the existing system of Accounts and Book-keeping in Hong Kong, as to which the Comptroller and Auditor General sees no reason (as regards this particular Colony) for much change.
3. Dealing first with the "General remarks on Chapters IX and X", I am to say that the Treasurer seems to have misunderstood the intention of the Instructions with reference to the posting of the Cash Book. The procedure which is followed in the Treasury at Hong Kong, as fully explained in his Minute, adequately fulfils all requirements.
During the day, the Shroffs and the Officers in charge of the various Classes of Revenue are in effect the Collectors of such Revenue, and the Daily Statements prepared by them of their daily Receipts under each Head,
